How to count your vehicles

UCR counts commercial motor vehicles (power units such as trucks and tractors) that you own or operate in interstate commerce. Trailers do not count. The registration system generally lets you use the power units on your most recent MCS-150 or the number you operated in the 12 months ending June 30 of the prior year. If the two differ, check which one ucr.gov shows before you pay.

Who must register

Interstate for-hire and private motor carriers, brokers, freight forwarders and leasing companies. Purely intrastate carriers generally do not register. A company that operates trucks and also brokers loads generally pays the motor-carrier fee for its fleet size. Confirm your status on ucr.gov if you are unsure.
