UCR Renewal Checklist (Free Printable)
The Unified Carrier Registration (UCR) is an annual fee program for interstate carriers, brokers, freight forwarders and leasing companies. It is one of the cheapest registrations you hold and one of the easiest to forget, because nobody mails a plate or a sticker — there is only a database record. Enforcement checks that record at roadside and at weigh stations. This checklist takes you from "do I owe it?" to a saved receipt in about ten minutes. Do you owe UCR? (tick any that apply — one is enough)
- You operate a commercial motor vehicle in interstate or international commerce (a vehicle over 10,000 lb GVWR, or designed to carry more than 10 passengers, or hauling placarded hazmat).
- You are a broker, freight forwarder or leasing company engaged in interstate commerce — you owe UCR even with zero vehicles (lowest bracket).
- You are a private carrier hauling your own goods across state lines — UCR is not limited to for-hire carriers.
- Purely intrastate operations generally do not owe UCR unless your state requires it — confirm with your base state.
Know the timing
- Registration is for a calendar year (January 1 – December 31). The system typically opens for the next year on or about October 1.
- Enforcement of the new year commonly begins January 1 — file before year end to avoid roadside citations in the first weeks of January.
- Registering late does not reduce the fee; the full annual amount is due whenever you register during the year.

Count your bracket correctly
Fees are set by fleet-size bracket: 0–2, 3–5, 6–20, 21–100, 101–1,000, and 1,001+ vehicles. The fee schedule is published each year on plan.ucr.gov — check the current year rather than reusing last year's number.
- Start from the vehicle count on your most recent MCS-150 — that is the default the system pulls, and what an auditor compares against.
- Count power units and trailers you operate in interstate commerce as reported; if you can document a smaller interstate-only fleet than your MCS-150 total, the plan allows you to use that figure — keep the supporting list.
- Brokers, freight forwarders and leasing companies with no vehicles: 0–2 bracket.
- Owner-operators leased to a carrier: usually covered by the carrier's registration — confirm in writing with the carrier and keep that confirmation.

File it
- Go to the national registration system at plan.ucr.gov (some base states direct you to their own portal — the national site will tell you).
- Enter your USDOT number; confirm the pre-filled name, address and vehicle count against your MCS-150. If they differ, fix the MCS-150 first — the two records are compared.
- Select the registration year, confirm the bracket, and pay.
- Download the receipt. Print one for the cab, one for the binder, and save a PDF.
- A day or two later, confirm your USDOT number shows as registered for the year on the UCR system's public lookup.
After you file
- Keep the receipt where a driver can produce it at roadside and where an auditor can find it.
- If you add vehicles mid-year and cross into a higher bracket, check whether your base state requires a supplemental registration.
- Log the confirmation number in your compliance calendar with next October's reminder.
